That's some serious delusion.
ISIS/ISIL has been documented killing fellow Muslims, for the "crime" of not being pious/religious enough.
Therefore, I have to conclude if one of their advisers made a suggestion like that - pin a strongly-worded note to the infidels' shirts and send them away - that adviser would be the next one beheaded on camera.
Classic projection. 0bama is too spineless to act boldly and decisively, so his natural assumption is that America's enemies must be, too.
